Abstract: Education is known to be a great anti-dote topoverty and a stimulant of economic growth. This is because it enhances people's productivity and their potential for achieving a higher standard of living. It also provides non-market benefits, strengthens the civil institution, builds national capacity and promotesgood governance. This underscores the need for a developing economy like Nigeria to devote adequate resources to the education, particularly the primary education sector. It is obvious that the Federal Government of Nigeria is determined to restore, within our society, the interest and dignity of learning and scholarship. It is perhaps in recognition of this, and in an attempt to remedy the fail in the standard of education in Nigeria and also to improve upon the University Primary Education (UPE) in order to be better prepared and informed for the 21 st century, that the President of the Federal Republic of Nigeria, Chief. Olusegun Obasanjo, launched, in September 1999, the Universal Basic Education (UBE) scheme and .made concrete arrangement on its implementation modalities. To achieve success in the implementation of the UBE scheme in Nigeria educational system calls for co-operation amongst the stakeholders. Education, being one of Nigeria's biggest industries, touches on every fabric of her human endeavour. Asa result, various governments atthe Federal, State and Local levels have consistently proclaimed the importance they attach to education as a vehicle for national development. Moreover, all these levels of Government have a fake in the success of the UBE scheme.
