Abstract: This paper looks at Special Education's expectations, realities, and its implication to the integration of these exceptional people withnormal people in the same educational system. Within this context, the working relationship between the Counsellor and the Special Education Teacher was also discussed. It was observed that the Counsellor and the Special Education Teacher have complimentary roles to play in the assistance given to people, since they are both helping and people-oriented professions. Also highlighted is the need to provide adequate facilities and proper environment for learning for these exceptional children. In addition, adequate training and retraining of all teachers to enable them meet with the demandsof catering for this set of people is stressed
